Crisis Preparedness

One of the goals of the Rescue Board is to help the people of Estonia prepare for various emergencies and crises, including natural disasters, power outages, and military threats.

Civil protection during a crisis means the preparedness of the state and society for:

  • first aid and disaster medicine
  • evacuation
  • other essential assistance for residents
  • public warning and emergency notifications
  • psychosocial crisis support
  • rescue operations
  • sheltering
  • indispensable social assistance

The foundation of civil protection is the ability of individuals to protect themselves during a crisis until help arrives, and, if necessary, to help each other. Achieving this is a joint effort in which individuals, communities, volunteers, local governments, and state institutions all play an important role.

Estonia develops societal protection measures to safeguard the population, together with related risk communication and training activities. This includes strengthening institutional capacity.
