Public warning system test via mobile apps to take place on December 4

On Thursday, December 4, between 10:00 and 16:00, the Estonian Rescue Services Agency, in cooperation with the Information System Authority (RIA) and the Women’s Voluntary Defence Organisation (Naiskodukaitse), will send test alerts via the Eesti app and the “Ole Valmis!” mobile application. During the testing period, app users may receive several test notifications. The purpose of the test is to check the functionality of the apps as part of the national public warning system and to prepare for the nationwide test of the public warning system on December 10. 

To receive notifications from the state via these apps, notifications for the Estonian app and the “Be Ready!” app must be enabled on your smartphone, and the apps must be updated or set to update automatically. 

 The test alerts will clearly state that they are part of the test. There is no real danger, and recipients do not need to take any action.

The public warning system used in Estonia enables rapid transmission of information and instructions to the population in case of real emergencies. Mobile applications are one of the channels through which the state can quickly inform people. 

To ensure reliability and plan improvements, the delivery of alerts must be tested periodically and analysed to see how quickly information reaches users. 

  •  The Eesti app is a national mobile application providing convenient and easy access to state services and identity document data via smart devices, regardless of location or time (download links for Android and iOS). 

  • The “ole Valmis” app provides guidance on how to act in various crisis situations (download links for Android and iOS). 

The nationwide test of the public warning system will take place on December 10 between 15:00 and 15:10, during which 

  • the siren network will be activated 

  • app notifications will be sent 

  • a ticker message will be displayed on ERR channels 

A reminder SMS will also be sent by the Estonian Rescue Services Agency a few hours before the test. More information about the test is available at olevalmis.ee.
