The Estonian rescue network strategy until 2030 describes the rescue network’s main goals and strategic breakthroughs for the next five years.

The rescue network’s vision: With everyone’s contribution, by 2035 we will have created a safer and more resilient Estonia, where serious accidents are rare.

The achivement of the vision is supported by four goals:

  • The people of Estonia, together with local authorities and the rescue network, are prepared for crises
  • Promoting a culture of safety results in a safer living environment, where serious accidents are rare
  • The rescue network provides rapid and professional assistance in emergencies
  • The rescue network is a trusted, innovative, and collaborative organisation with dedicated and fulfilled people
  • Achieving the vision of the rescue network requires contributions from all stakeholders – residents, state authorities, partners, local governments, and volunteers.

The strategy also describes the Estonian Rescue Services Agency’s mission: We save lives, prevent accidents, and organise civil protection. The most important task of the Estonian Rescue Services Agency is to respond quickly to rescue incidents and save lives. By saving lives, we also protect property and the environment. In addition, the Agency must be able to assess risks in the living environment and prevent accidents. In organising civil protection, the Estonian Rescue Services Agency has planning, coordinating, and implementing responsibilities.
