Permits for use

The completed building must have a permit for use. You must apply for it from a local government who will initiate proceedings and appoint a committee for the inspection of the building. A representative of the Estonian Rescue Board is included.

The rescue service agency does not itself conduct administrative procedures in the detailed permit for use procedures, but gives its approval or refuses to grant it in the procedure carried out by the local government. Therefore the activity of the rescue service agency is a procedural act in the administrative procedure of the local government. The rescue service agency is a coordinating administrative body and coordination or refusal from coordination must be made by the rescue service agency within 10 days. In case the documents cannot be processed within 10 days, the rescue service agency has the right to apply for the local government to extend the time allowed for the operation.

NB! The rescue service agency can only participate in the permit for use procedure when the municipality has initiated a permit for use procedure.

The Estonian Rescue Board will process notifications regarding a construction works and building permits only through the electronic construction register.

In the Estonian Rescue Board, the area of permits for use is managed by the engineering bureaus.

In the permit for use committee, the Estonian Rescue Board verifies the compliance of the building with the design and fire safety requirements, as well as the construction documentation related to verification of fire safety.
